DepEd launches 10-year Quality Basic Education Plan, echoes PBBM’s call to prioritize education

In a decisive move to transform the Philippine education system, the Department of Education (DepEd) officially launched the Quality Basic Education Development Plan (QBEDP) 2025–2035 on Tuesday, July 29, just a day after President Ferdinand R. Marcos Jr. renewed his administration’s call to improve the education sector in his 2025 State of the Nation Address (SONA).

“Ito ang pangunahing polisiya natin hanggang matapos ang administrasyon. Puspusan natin inaayos at pinapaganda ang ating sistema ng edukasyon. Sa lahat ng mga pinapahalagahan ng administrasyon, ito pa rin ang nasa rurok,” President Marcos said during his 4th SONA.
Education Secretary Sonny Angara described the plan as a national commitment to reach every Filipino learner with quality education, aligned with the vision of Bagong Pilipinas.
“The Quality Basic Education Development Plan is not just a document. It is a promise. Isang pangako na sa biyaheng ito, walang maiiwan. Lahat ay makakasakay,” Angara said. “Ito ay panata, hindi lamang ng DepEd, kundi ng buong sambayanan, na ihatid ang bawat batang Pilipino sa kaalaman at sa kinabukasan.”

The QBEDP serves as the implementation strategy for the 5-Point Reform Agenda launched in 2024 and extends the vision of the Basic Education Development Plan (BEDP) adopted in 2022. The plan takes a bold, long-term approach to improving learning outcomes across the country, focusing on three key levers: decentralization, digitalization, and public-private partnerships.
The 10-year plan introduces “basecamps” in 2028, 2031, and 2034 to guide the education sector through phases of catching up, innovating, and meeting global benchmarks. These timelines are designed to align with the country’s narrowing demographic window of opportunity, during which strategic investments in human capital are expected to yield the highest returns.

The launch comes as the Marcos administration highlights several urgent education priorities in the President’s SONA, including the scaling up of the ARAL Program for academic recovery, the expansion of early childhood development centers, and the push for healthier, more connected learning environments.
The Strategic Management Strand of DepEd, which led the development of the QBEDP, emphasized that the plan is not a static blueprint but a “living strategy” designed to adapt to emerging needs and future shifts, including technological advancements, climate change, and evolving labor demands.

President Marcos also reaffirmed his administration’s support for teachers through increased hiring, reduced administrative workload, and better compensation—areas that the QBEDP addresses directly through governance reforms and recalibrated budget formulas.
The plan also includes mechanisms to enhance readiness for decentralization, performance-based incentives for innovation, infrastructure delivery, and learner outcomes.
“Let us lay the tracks together. Let us power the engine with our shared resolve,” Angara said.
