Taguig City inaugurated its second Manpower Training and Assessment Center (TMTC) in Barangay Lower Bicutan on October 6, strengthening its programs for skills development, livelihood, and alternative income generation for Taguigeños.

The new three-story center features specialized laboratories for electrical installation, maintenance, and construction painting, alongside an administrative office on the ground floor. The second floor pays tribute to the city’s rich weaving heritage, housing rooms for weaving, dressmaking, and fashion technology, as well as a showcase area, conference room, and lecture rooms. The third floor, which includes a spacious indoor court, also serves as an evacuation site and an additional venue for community and training activities.

Mayor Lani Cayetano led the inauguration ceremony together with Vice Mayor Arvin Ian Alit, city councilors, and representatives from the DOST-Philippine Textile Research Institute and TESDA. The event also included the ceremonial turnover of a weaving machine.

In her message, Mayor Lani encouraged local officials and residents to make the center a “beacon of hope,” emphasizing that it was built for the empowerment of Taguig residents:

“Layunin po ng center na ito ang makapagbukas tayo ng oportunidad para sa mga kababayan natin. Mahalaga po ‘yun. Dahil dito sa Taguig, ang itinuturing nating greatest asset ay ang ating mga mamamayan. At isa sa mga misyon ng gobyerno ay ang patuloy na gumawa ng mga programang makalilinang ng kanilang kakayahan at makatutulong sa kanila to be innovative… Kaya ang gusto natin, pagdating sa training, malapit sa puso ng tao—abot-kamay ng mga Taguigeño.”

Representing the local weaving community, Lydia dela Cruz said the new center will serve as a home for continuous learning and the preservation of Taguig’s weaving tradition:

“Ito po ay higit pa sa isang gusali para sa aming mga manghahabi. Ito ay magiging tahanan ng patuloy na paghubog ng aming kakayahan at pagpapanatili ng ating mayamang tradisyon ng paghahabi at ng paglikha ng mas maraming pagkakataon para sa ating mga pamilya.”

The City of Taguig was the first LGU to establish a government-led training and assessment center when it opened its first TMTC building in Barangay Central Signal. As a Transformative, Lively, and Caring city, Taguig continues to develop programs that empower residents through accessible and meaningful learning opportunities.

Other investments in labor and livelihood include job placement programs, job fairs, the Taguig LEAP (Livelihood, Employment, and Advancement Program) Center, and the Demo Skills Caravan. The city also partners with national agencies and private organizations such as LifeSkills PH and TikTok Shop PH to bring growth opportunities closer to the people.
